Building & Development
All building, mechanical, plumbing and manufactured home placement permits for work within the City limits of Manzanita are issued by the City Building Department. Electrical permits are issued by Tillamook County.

- Mondays: 10:30 am - 5:00 pm (Office Hours: 1:00pm – 2:00pm)
- Thursdays: 10:30 am - 5:00pm (Office Hours: 1:00pm – 2:00pm)
- Fridays: 8:00am- 12:00pm (Office Hours: 8:00am – 8:30am with a weekly contractors meeting 8:30 am - 9:30 am)
The Building Official remains in the office during office hours, but is frequently in the field conducting inspections during the other remaining hours.

The Comprehensive Plan is the most important land use document of the City of Manzanita. Its purpose is to establish goals, objectives and policies for the future of the community. The Comprehensive Plan has the force of law. It is intended to guide development in a way that is in keeping with the desires of the majority of the citizens and property owners in the City and Urban Growth Area. The Comprehensive Plan is intended to conform with the requirements of Oregon's statewide planning goals and guidelines.
The Zoning Ordinance provides specific standards for development within the City and its Urban Growth Area. The Zoning Ordinance is intended to regulate land use in conformance with the Comprehensive Plan and Statewide land use planning goals and guidelines.
The Zoning Map identifies the adopted land use zones and where individual properties lie within them.
